对天津市滨海新区流动人口住房保障体系建设的思考

伴随着流动人口大规模涌入城市,其住房保障即成为一个不可回避的问题.近年来,天津市滨海新区为满足流动人口的住房需求,进行了大胆的改革和探索,初步建立起了以蓝白领公寓为代表的具有新区特色的流动人口住房保障体系.然而,滨海新区流动人口住房保障体系在建设资金、建设用地、建设配套设施等方面仍不同程度地存在着问题.为此,本文认为,应引入社会资本参与保障性住房建设,合理使用农村集体建设用地发展保障性住房,科学确定保障性住房项目选址,完善保障性住房的公共配套设施,以保证滨海新区保障性住房建设和管理的顺利进行.

Thinking about the Construction of Mobile Population Housing Security System of Binhai New Area in Tianjin

With the huge mobile population coming to cities,housing security of them become an unavoidable problem.In recent years,Tianjin Binhai new area carried out a bold reform and exploration for housing needs of mobile population,and initially established the mobile population housing security system with the characteristics of the new area represented by blue and white collar apartment.However,in the process of building the mobile population housing security system of Binhai near area,there are still some problems in these aspects：construction funds,construction land,construction of supporting facilities.Therefore,this article thinks that we should introduce social capital into the construction of affordable housing,develop affordable housing by reasonably using rural collective construction land,scientifically determine the projects＂ address and perfect public facilities of affordable housing,in order to make sure that the construction and management of affordable housing system of Binhai new area can go smoothly.
