论社区警务的涵义及运行方式

社区警务作为一种警务哲学和组织战略,不是社区和警务的简单相加,伙伴关系和问题解决是其核心思想,其目的是要通过警察充分整合和利用社区资源,与社区组织和成员建立良好的伙伴关系,致力于解决社区治安问题,提高社区居民的公共安全感和生活质量。其警务运行要素包括主体要素、客体要素、思想要素和主客体相互作用(问题解决过程)四个方面。在社区警务思想要素的指导下,通过社区警务主客体的相互作用即构成了以问题为导向的、主动提前式的社区警务运行模式。

On the Meaning and Operation of Community Policing

As a philosophy and strategy of community policing,partnership and problem-solving are core thinking?The goal of community policing is try to solve problems of community and improve the sense of security and living quality of resident by taking advantage of recourses of community,by constructing good partnership of cooperation between police and members and organizes in community.The essential factor of community policing include subject,object,idea and operation of policing.Under the guidance of community policing idea,through the interaction between the subject and object,we could establish the new system of operation of problem-solving and pro-active community policing.
