改革开放以来，我国不断地对行政管理体制进行改革。给我们的经验是：党的指导思想和执政理念甚为重要；行政管理体制改革是一项复杂、系统的工程，只有进行综合配套改革才能取得持续良好的效果；工具性变革有助于改革成效的显现，但价值层面的变革才具有长远性和根本性。

From Solely to Necessary,from Tool to Value——Basic experience of administration system reform in our country since the implementation of reform and openning policy

Since the implementation of reform and openning policy, our country constantly do some reforms to administration systems.This process gives us a lesson： the party＇s direct thoughts and the conception in power is very important; administration system reform is a complicated and systematic project, only is comprehensive necessary reform done, we can achieve sustained good effect; utilizable reform does good to the appearance of reform effect, but the reform on value stratification plane is long-term and basic.
