治安文化是治安学领域中仍未被定义的一个概念,对这一定义的确定和研究分析,开辟了治安学文化研究的新领域,能够拓宽治安学基础理论研究的视野。治安与文化的内涵存在高度的一致性,治安文化是二者紧密结合的衍生,是社会主体在社会生活中共同创造、积累和发展起来的具有驱使人们自觉预防违法犯罪活动、保障自身和他人安全、维护和改善治安秩序功能的一切物质产品和精神产品的总和。将治安文化的表现形态分成物质形态、规范形态、风俗习惯形态和思想艺术形态,并从几个不同层面展开分析解读,有利于加深对治安文化概念的理解。

An Analysis of the Concept of Public Security Culture

Security culture is a concept that has never been defined in the field of the science of public order. Through the confirmation and analysis of the definition, we can expand the horizon of basic theory in public order and safety science and develop a new domain in this field. There is a high degree of consistence between public security and culture connotation. Public security culture is derived from the combination of both： Public security culture is a style of human social life which is created, accumulated and jointly developed by social groups in the social life since the beginning in order to protect human security, maintain and improve social public order and safety. Security culture can be divided into materiality form, criterion form and spirit form. At last we can analyze the concept of security culture at seven different levels to deepen the understanding of this concept.
