反垄断贸易壁垒机制初探

随着经济全球化的发展，WTO的建立和运行，关税降低和传统的非关税壁垒的逐步消除，贸易自由化向纵深方向发展。但是在经济全球化过程中，贸易自由化的成果正在被贸易保护主义所侵蚀．这表现在：许多国家的产品和服务在积极进入其他国家市场的同时．却在其国内大量利用反垄断法律制度进行贸易保护，这实际上对其他国家的产品和服务的市场准入设置了一种新的壁垒，从而保护了其国内市场，完善我国反垄断法律制度已经成为全社会共同关注的课题，中国应当积极参加WTO关于竞争政策多边协议的谈判，并在这个大背景下．立足我国具体国情．抓紧制定反垄断法。

A Brief Analysis of System of Trade Barrier of Anti-monopoly

With the globalization of world market and the operation of the WTO,tariff duties have been successfully lowered and the traditional non-tariff barriers have been progressively removed,which symbolized the further liberalization of world trade and investment.However,in the process of economic globalization,the fruits of world trade liberalization are being destroyed by the trade protectionism.While some countries are entering other countries'market with their products or services,they are trying to protect their domestic market by means of anti-monopoly laws,and thus set new trade barriers for other countries.Nowadays,how to perfect and develop the anti-monopoly law has caught the attention of the whole society in China. As a new WTO member,China should actively participate in the multilateral negotiation of competitive policies,and formulate an anti-monopoly law which suits our country.
