政府职能转变视角下的行政观念重构

由于体制转轨的复杂性和改革的渐进性,我国政府职能转变任重道远。就中国目前政府职能转变的现状来看,传统行政观念成为制约政府转变职能的主要因素,政府职能转变首先需要转变传统观念,建立"公民权利为核心并优先考虑弱势群体利益"和"生态本位"的行政观念,这是突破政府职能转变制约的关键所在。
