社会管理创新语境中的公安应急管理探析

从上个世纪开始公安机关在政府应急管理体系中完成了从政府应急指挥中心向政府应急指挥枢纽的转变,在应对公共突发事件的工作中,逐步把握了自身的职能定位并履行了法律上所赋予的责任。在新时期,公安应急管理系统已颇具规模并日趋完善,但是社会管理创新的要求下,仍然要坚持转变应急管理理念、与不同应急管理主体建立协作关系,加强自身组织建设,不断提高应急管理水平。

A Probe on the Public Security Emergency Response Management under the Background of Social Management Innovation

From last century public security organs in government emergency response management system has changed its role from government emergency response control center to government emergency response control terminal conjunction,achieved its status and fulfilled its responsibility legally endowed with.In the new period,public security emergency response management system tends to be improving day by day.However,the new demands of social management innovation requires changing concepts,cooperating with other emergency response bodies,strengthening self-construction in order to improve the level of emergency-response management.
