乡镇机构改革中若干问题的思考

取消农业税後，中国各地正紧锣密鼓地进行乡镇机构改革试点，大规模的改革已箭在弦上。本文对乡镇机构改革试点中出现的一些问题，如政府责任、机构对应、交叉任职、公共物品供给、经济职能、乡村撤并、社会稳定以及上级政府的呼应性改革等进行了讨论。

On problems of organizational reform in township government

After the abolition of agricultural taxes, the organizational reforms in township government have been busy in experiments and the full-scale reforms will be put into practice in the whole country. This paper discusses some problems, such as the governmental responsibility, the organizational correspondence, the cross position, the supply of public goods, the economic functions, the amalgamation of township or village, the social stability and the correlative reform in higher governments, which have arisen in the experiments of the organizational reform in township government.
