| Abstract: | Administration according to law was incorrectly comprehended. The reasons are the wrong way of providing,the powerful department's deliberate interpretation, the imperfect legal regulation and non-solid system bases, and so on. It is an new idea that the theory of administration according to law should be offered system meaning, philosophic rationality and new system in order to give off the straits. |
