农村公共文化服务有效供给的体制性障碍研究

当前我国农村公共文化服务供给方面存在着诸多体制性障碍因素，它们制约着农民公共文化的需求表达和文化权利的实现，并带来了农村公共文化服务供给效率低下、投入不足和结构失衡等弊端。本文从农村公共文化服务供给的现实基础，即固化的城乡二元分治结构和不合理的文化服务供给结构出发，深入失衡的结构内部，从投入产出的视角，探究了影响和制约农村公共文化服务有效供给的体制性障碍因素，即具有价值逆向性的文化管理体制；财权和事权不匹配，分权不彻底的压力型财政体制；政府垄断单一性的供给生产体制。而构建面向城乡居民文化需求和权益的服务型供给体制，是破除现有体制障碍，实现体制机制创新的方向，它不仅有助于构建和形成一个多元共治的供给体系，更能推动城乡公共文化服务均等化发展和一体化建设。

Study on Institutional Obstacles of the Efficient Provision of Rural Public Culture Service

There exist many system obstacles in the provision of rural public culture service in China currently,which restrict not only the expression of farmers’ demand in public culture,but also the realization of the rights in culture.In the meantime,it causes low efficiency,lack of investment and structural imbalances in the provision of rural public culture service.From the perspective of input-output,which based on the provision reality that contains the structure of partition of the urban and rural,and the structure of unreasonable culture service provision,this article illustrates the system obstacles in three aspects.It relates to the cultural management system with reverse value;the pressure type financial system by mismatch of property rights and powers as well as the unsuccessful decentralization;and the provision and producing system monopolized by government.In order to break out the system obstacles and create a new operation mechanism,constructing a service-oriented provision system plays a significant role,which promote to form a dual governance system and reinforce the equalization and integration of public culture service in urban and rural.
