纽约州政府科技创新政策体系研究及启示

20世纪90年代,纽约州政府面临的棘手问题在于,如何在知识经济蓬勃兴起 的大背景下,以高新技术推进经济发展,以经济发展提供就业机会。在过去5年左右时间 里,美国纽约州在建立和实施科技创新政策以促进经济发展方面,进行了积极的实践。纽 约科技创新政策体系的主体是纽约州政府,其核心手段是引导和服务,"政府-大学-企 业"构成了其活动和作用的三角框架。本文力图通过解读纽约州政府推进地区科技创新的 理念、目标、手段和效果,从中得到一些启示。

A Study on New York State Government's Policy System for Science & Technology Innovation

During the period of 1990's, in the background of the emergence of knowledge economy, the tough issue New York State Government faced was how to develop economy which would provide employment opportunity by the means of high & new technology. In the past of some 5 years, New York State has developed and practiced policies for science & technology innovation, and thus the economy could be promoted. The maker of the policy system in New York is New York State Government, of which the principal measures are guide and service, and government-college-corporate composes a triangle-architecture. This paper tries to find and explain the mind, aim, measure, and effect of New York State Government's policies for science & technology innovation, and then some lessons could be got.
