城市农民工社会化规范管理的理性分析

城市农民工问题是中国社会发展的产物，具有中国特色。关于这一弱势群体的认识与管理虽已成为学术界和政府部门关注的焦点，但远没有达成共识，导致各地农民工政策的相悖和混乱。由于城市政府对农民工管理存在职能缺陷，因此，探索建立城市农民工社会化规范管理的新思路、新举措和新机制，具有深刻的理论意义和重大的现实意义。

Socialized and Standardized Management for City Agricultural Laborers

The issue of city agricultural laborers is the result of social development of China,with Chinese characteristics.Although the cognition and the management concerning such a vulnerable group have already be- come the focus among academic circles as well as administrative authorities,it is yet short of achieving consensus, which has misled the local policies over city agricultural laborers into contradiction and turmoil.Since there exists functional defect in the process of management for city agricultural laborers by urban administrative authorities,it has become of profound significance,both theoretical and practical,to seek new thoughts,new measures and new mechanism to establish the socialized and standardized management for city agricultural laborers.
