奥巴马政府最新推出的美国创新战略，适度更新了国家创新战略框架，进一步提出了五大创新行动计划，继续强调了政府在国家创新中的作用。同时，该战略更加关注公共空间领域的创新、提高创新体系的效率和发挥私营企业的作用。但是，该战略也面临三大挑战，包括创新本身的不确定性、创新体系从国防为主向非国防研究和基础研究延伸的有效性以及两党相互牵制和财政赤字高企带来的可持续性。中美创新战略间的竞争不是全方位的竞争，而是有限范围的竞争，美国创新战略的推出在一定程度上强化了两国的竞争态势，尤其是知识产权保护争端将加剧，但在基础教育、全球公共空间和清洁能源等领域的创新方面既有竞争，也可能有合作，两国创新的主体——企业之间也必将是即竞争又合作的关系。
