| 摘 要： | 目前，治安案件案卷中存在许多问题，主要源于民警责任心不强，心理上还没有接受新颁布的《治安管理处罚法》，现有教育培训方式存在明显缺陷等。为此，应强化培训以提高办案民警的业务素质．强化执法监督考核机制以实现案卷管理规范化，开发问题纠正软件系统以实现治安案件案卷管理信息化，从而全面提升办案民警的业务素质。

| Abstract: | At present ,there are many problems in archives of social security cases, mainly because of the police duty＇s shortage. They haven＇t accepted mental preparation of administrative punishment and weakness of modern education training, so strengthening training is to improve the police professional quality. Strengthening examine mechanism of management on administration of law is to realize archives management standard. Developing software systems of problems correction is to realize archives management information of public order cases .in order to improve the police professional quality. |
