| 摘 要： | 建设开放式监狱是主动履行政府信息公开义务的举措之一，有利于增强监狱的透明度，提高工作水平，增强群众的法制意识。建设开放式监狱的关键和难点在于开放度。要处理好开放与保密的关系。接待群众参观只是开放的形式之一，开放式监狱应该具有更广阔的内涵。建设开放式监狱，是一项复杂而重大的工作，需要事先从思想、制度、组织、财力等方面做好准备，保障开放式监狱建设的顺利进行。
