公安派出所综合警务改革探析

在公安派出所推行综合警务,具有警务全能性、执法综合性、治安动态性的特点,顺应改革开放以来派出所职能综合化发展趋势,符合现代世界警务发展潮流。其改革前提必须做到交警、巡警与派出所民警"三警合一到所",使派出所具有既管治安又管交通的综合执法职能;其改革实质必须由"三警合一到所"向"三警合一到人"转变,实现一警多能,进一步提高综合警务效率;其改革难点在于打破传统固有的单一警务思维束缚,在实际运作中体现派出所面上执法应急与块上基础管控的有机统一、统筹协调,切实构建"扁平指挥、属地管辖、网格巡逻、责任到人"的综合警务机制。
