| 摘 要： | 对治安纠纷,公安机关可以不再“一管到底”,这是一种不确切的表述。正确解读《治安管理处罚法》规范的治安调解,不能弱化公安机关的调解职能。构建和谐社会,需要强化公安机关的治安调解职能。而要强化其调解职能,就需要提高公安民警的综合素质。

| Abstract: | As the disputes of public order, the public security organ should persist in management. Understanding the public order mediation of the Public Order Act, we shouldn't avianize the mediation function of the public security organ. Building the harmonious society, we should strengthen the public order mediation function of the public security organ, tighten up the police's synthetical diathesis. |
