试论公安职业教育的概念与特征

公安教育在我国的历史并不长,围绕公安职业教育的属性等问题的学术讨论也只是近十几年的事,但近年来公安职业教育的发展是非常快的。2007年教育部、财政部主管的全国100所＂国家示范性高等职业院校建设计划＂中,将公安院校列为立项建设单位之一,这标志着公安教育纳入了国家职业教育的范畴。探讨公安职业教育的概念与特征,关系到公安职业院校的发展定位和专业建设。公安职业教育是指由公安院校实施的旨在完成非人民警察向人民警察初始化的专业教育和培训。根据目前对于高等职业教育特征的研究和公安职业教育的实践探索,＂校局联动＂（公安院校与公安机关的教育互动）是公安职业教育的特征所在。

Initial Comment on the Concept and Characteristics of Police Professional Education

Police professional education in China has a short history.Academic discussions revolving around its attributes are a recent event in the decade or so.But in recent years,police professional education has witnessed fast development.In 2007＇s Program of 100 National Model Professional Educational Universities and Colleges under the Leadership of Ministry of Education and Ministry of Finance,police colleges and universities are listed as a part of constructive program,which symbolizes the police professional education is included in national professional education.Probe into the concept and characteristics of police professional education is related with its development orientation and academic construction.Police professional education which is implemented by police universities and colleges aims to help go through the transitional stage from civilians to police by the professional education and training.According to the current research into the features of high professional education and practice and exploration of the police professional education,cooperation between schools and branches（between police colleges or universities and police agencies） is one of its features of police professional education.
