| 摘 要： | 近年来上海地区的境外人员人数持续增长。公安机关出入境管理部门应认真分析来沪境外人员管理工作出现的新情况、新问题，进一步完善已经建立的境外人员“实有人口”管理工作机制，以实现对在沪境外人员的有效管理和优质服务，确保上海涉外领域的安全和稳定。

Administrative departments of aliens＇ exit and entry of police agencies should seriously analyze new occurrences and problems in the administration of aliens in Shanghai to further perfect the established mechanism of aliens＇ administration so as to attain the goal of effective administration and better service and to ensure the safety and stabi!.ity in the field of foreign affairs as well. |
