Abstract:Community E - policing is a general phrase which refers to policing concepts, modes and methodology concerning how police agencies take community residents as their policing guidance, take advantage of modern information technology, scientifically reform policing procedures, expand services to people so as to attain the goal of good interaction with community residents, jointly solve their community problems, maintain public order and to promote social harmonious development. Community E - policing includes interior management mechanism and exterior law enforcement mechanism. Nowadays, in the construction of community E - policing there exist some problems, which are embodied in: more emphasis on formality than on effectiveness, on management than on services, on hardware than on software and on technology than on management. Improvement need be made in the following aspects in order to further perfect community E- policing: further promotion of informationalization of basic work, improvement of police agencies' ability to serve, innovation of management approaches and scientific assessment of community E - policing. Police agencies should take the chance of the community E - policing to continuously meet the people's requirements of policing competency.
