当前偷渡案件侦查对策研究

当前偷渡案件中犯罪手段呈现隐蔽化、组织化、智能化的特点，偷渡组织已发展成为国际化犯罪集团，一般的侦查对策难以充分收集到深层次犯罪情报、证据及线索，难以对偷渡行为实施有效控制和打击。通过对我国南北边境沿海地区偷渡案件的调研发现，偷渡案件侦查工作中存在案件经营时间长、成本高、偷渡案组织者定罪有法律争议、取证难、缺乏国际警务合作等问题，针对这些偷渡案件侦查中的问题，需要以情报为主线，从秘密力量、内线侦查、技术侦查、阵地控制、国际警务合作等几个方面强化偷渡案件侦查对策。

Research into the Investigative Countermeasures against the Illegal Immigration Offences

Currently, approaches of illegal immigration cases have characteristics of concealment, and intelligence. Illegal immigration organizations have developed into international criminal syndicates organization Common investigative countermeasures are generally hard to collect valuable criminal information, evidences and clues so that it is difficult to control and combat such crimes. By making research into illegal immigration cases along the southern and northern borders of our country, the author has found the problems of long time, high costs, legal disputes in conviction of organizers, difficulty of collecting evidences, shortage of international police cooperation exist in the investigation of such case. In order to solve these problems, the police should consider information as their priority. Meanwhile, they should take countermeasures including uncover forces, informants＇ investigation, technical investigation, stalking and international police cooperation.
