论改善党群干群关系的着力面和途径

进一步改善党群干群关系,要着力从有效预防和惩治腐败、切实纠正不科学的政绩改、根本改变干部作风、努力提高干部领导艺术和管理能力四个方面抓紧落实。要坚持拒腐防变,既要坚持依法办事,又要打＂人民战争＂;既要抓大案要案,也要抓跟群众生产生活密切相关的小腐败问题。要树立正确的政绩观,坚决贯彻落实科学发展观。要树立正确的权力观和社会公仆意识,时刻牢记人民群众是主人,是国家和社会的权力来源。要进一步提高广大党员干部的领导艺术和管理能力,努力增强其做好群众工作、化解矛盾、应对危机以及管理社会具体问题的能力。

The Focuses and Approaches to Improve the Party-Masses and Cadre-Masses Relationships

To improve further the Party-masses and cadre-masses relationships, focused efforts in such four aspects should be implemented as effective prevention and punishment against corruption, solidly correct the unsci- entific view of governmental performance, radical change of the work style of cadres, and strenuous improvement of cadres＇ leadership and management ability. We must persevere in resisting corruption and decadence. We must both persist in acting according to law and fight ＂people＇ s war. ＂ We must work both on major and serious cases and on petty corruption cases that are closely related to the masses＇ work and livelihood. Correct view of govern- mental performance must be established, while the Scientific Outlook on Development must be firmly implemented. Correct view on power and the awareness as social servant must be established to always remember that the masses are the master and the source of state and social power. The Party cadres＇ leadership and management ability must be further improved. Their abilities for mass work, conflict resolution, emergency response, and specific social issue management must be vigorously strengthened.
