论干部塑造对建构国家意识形态的政制意义

建构优良的政制是人类政治文明发展最集中的体现,作为现代国家建设的终极核心价值,政制的建构必须创设国家的意识形态。在中国政党国家形态里,党的干部是政党保持合法性基础、维系自身统一和动员社会的行动力量,也是意识形态的担当者,正是在干部的掌控和支撑下,干部与意识形态国家机器有机结合起来,成为意识形态国家机器的一部分。在国家建设中,国家意识形态的建构,与意识形态担当主体的培养和塑造的过程是相统一的,其本质是一个干部塑造的过程,国家建设的本质要求规定了干部塑造的内在取向和发展方向,而干部塑造的过程则必须要推动中国现代国家的建构。干部塑造与国家意识形态之间的内在逻辑联系,决定了在政制的建构中,干部塑造在任何时期都要与国家意识形态的建构结合起来,既要为党的建设发展塑造干部,更要从国家意识形态的内在要求塑造干部。具体说来,既要发扬又红又专,也要坚持德才兼备,从国家意识形态的建构来看,＂红＂与＂德＂的有机结合是政制建构对干部塑造的历史使命。

Political Systemic Significance of Cadre Molding for the Construction of State Ideology

Constructing good political system is the most concentrated expression for the development of politi cal civilization. As the ultimate core value for modern state building, the construction of political system must initi ate a state ideology. In the party state of China, the Party cadres are not only the action forces for the Party to keep legitimacy, to uphold internal unity, and to mobilize the society, but also the carriers of ideology. It is because of the cadres＇ control and supports that the cadres are integrated with and become a part of the ideological state appa ratus. In state building, state ideology construction unites with the cultivating and molding process of ideological carriers and therefore is essentially a process of cadre molding. The essential requirements of state building stipulate the inherent orientation and developmental direction for cadre molding while the cadre molding process must pro mote modern state building in china. The inherent logical relationship between cadre molding and state ideology de cides that in political systemic construction, cadre molding in any period should be integrated with state ideological construction. Not only to mold cadres for Party building, but also to mold cadres from the inherent requirements of state ideology. Specifically, we must on the one hand carry forward both red and expert, on the other hand holdup equal stress on moral integrity and professional competence. From the perspective of state ideological construction, the integrity of ＂red＂ and ＂morality＂ is a historic mission for political systemic construction on cadre molding.
