| 摘 要： | 落实中央领导关于“改革”的精神,推进全国已经起步的服务型政府建设,乡镇服务型政府建设是突破口。完成“十一五”规划,全面推进农村综合改革,建设社会主义新农村,乡镇服务型政府建设是关键。乡镇服务型政府建设的关键是:政府转型,干部转型;机构重组,竞争上岗;精镇壮村,人员分流;建立以服务对象考评为主的开放的考评机制;治道变革,实行共同治理;发展社会中介服务组织,为“三农”提供全面的社会化服务;上级推动,上下联动。
