| 摘 要： | 依法治国、依法行政的不断推进和高校改革带来的学校与学生之间关系的深刻变化,冲击着传统高校学生管理观念和管理模式下的学生管理制度。创新高校学生管理制度设计,应当以学生权利为本位,充分尊重学生的实体权利和程序权利;实现从行政管理为主导向法治化为主导的转变;充分体现管理的教育性和民主性,保障学生的合法权益。
