公共危机中的农村社区联动:逻辑、挑战与策略

社区是现代社会治理的基本单元,坚持共建共治共享理念,促进农村社区联动,有利于推动国家治理体系和治理能力现代化。农村社区联动讲求信息互通、资源共享,蕴含"三位一体"的主体逻辑、网络治理的空间逻辑及组织动员的动力逻辑。然而,在农村公共危机防控中,出现了村户衔接、信息沟通以及外部支持等方面问题,造成农村社区信息、物资和技术的"孤岛"现象,致使农村社区联动的优势难以充分发挥。为此,一方面要积极运用政府强大动员能力,另一方面又要注重发挥农村社会固有的社会网络优势,打造"三位一体"的社区联动模式,实现农村社区公共危机的精准防控。

Community Cooperation to Eliminate Public Crisis in Rural Area: Logic,Challenge and Strategy

Community is the basic unit of modern social governance. It helps to modernize national governance capacity and national system to persist in the idea of"extensive consultation, joint contribution and shared benefits "and to promote rural community cooperation. Rural community cooperation emphasizes information exchange and resource sharing, which contains subject logic of "trinity", spatial logic of networking governance and motive power logic of organizational mobilization.However, when preventing and controlling public crisis in rural communities, there are some obstacles in three aspects, such as the connection between village and household, information communication and external support. These obstacles would result in the phenomenon of "isolated island"of information, materials and technology in rural communities and the advantages of rural community cooperation are difficult to display fully. Therefore, the government should not only actively exert its strong capability of mobilization, but also pay more attention to the advantages of inherent social network in rural society. All of above would help to create a"trinity"model and achieve the goal of precisely preventing and controlling public crisis in rural communities.
