党内政治文化建设的体系架构与制度保障

党内政治文化是中国共产党在长期政党实践中根据不同时代的实践背景而建设的党内有机政治文化系统。中国共产党近百年的政治实践表明,党内政治文化建设既是党的建设的重要组成部分,也是推进全面从严治党向纵深发展的治本之策。党内政治文化建设的价值诉求不同于一般的党的建设价值诉求,它对党的建设科学化、体系化、规范化和全面化提出了更高的要求,更加注重党的价值文化的建设和发展。因此,以党的建设主要内容为依托,新时代党内政治文化建设体系架构可分为价值体系、运行体系与方法体系三个层次,而政党法治作为新时代党内政治文化的制度保障,是当前推进全面从严治党向纵深发展的必然要求。

System Framework and System Guarantee of the Inner-Party Political Culture Construction

The inner-Party political culture is an organic political culture system constructed by the CPC in the long-term party practice according to the practical background of different times. The political practice of the CPC in the past hundred years shows that the inner-Party political culture construction is not only an important part of the Party’s construction, but also a fundamental policy to promote the comprehensive and strict governance of the Party to the in-depth development. The value appeal of the the inner-Party political culture construction is different from that of the general Party construction. It puts forward higher requirements for the scientific, systematic, standardized and comprehensive of the Party construction, and pays more attention to the construction and development of the Party’s value culture. Therefore, relying on the main contents of the Party’s construction, the system structure of inner-Party political culture construction in the new era can be divided into three levels: value system, operation system and method system. As the system guarantee of inner-Party political culture construction in the new era, party ruled by law is the inevitable requirement of promoting the comprehensive and strict governance of the Party to the in-depth development.
