基于社会团结的包容性社会——关于当前中国社会管理的若干理论与实践问题

创新社会管理体制，建设更具包容性的社会，是当前中国社会管理改革的核心议题。本文从社会学的视角，诠释了当前中国社会管理的目标选择，并系统分析了改革所面临的挑战。社会形态学认为，社会是一个物理心理过程，其物理部分是由人口和社会资源分配形成的社会结构，心理部分则是社会联结的纽带。社会管理就是社会管理者通过调整社会资源的供应和分配，操控人口的流动和社会成员的心态，增强社会的联结纽带，不断塑造变化着的社会形态的过程，社会学对理解这一过程提供了系统的理论知识和分析工具，国外关于社会管理的战略及其实践给我们提供了一些可资借鉴的经验。综合分析表明，当前中国迫切需要在加强社会团结的基础上发展社会的包容性。
