协同治理:基层社会善治的必然选择

基层社会治理具有基层性、复杂性等特征,存在的问题多种多样,主要表现在部门治理碎片化、公共服务供给不足、社会资本发育不良三个方面。协同治理强调治理主体多元化、各子系统的协同性、共同制定公共规则,因此协同治理成为基层社会善治的必然选择:通过协同治理构建整体性政府是基层社会治理的前提条件;通过协同治理完善公共服务供给是基层社会治理的关键环节;通过协同治理积累培育社会资本是基层社会治理的动力保障。

Collaborative Governance： The Inevitable Choice for Good Governance of Primary-level Society

The governance of primary-level society is basic and complex, and it also has many problems, which can be seen in three aspects： the scatter of the governance of departments, the lack of public service, and the imperfection of social capital. Collaborative governance focuses on the pluralism of subject of governance, the coordination of related branches of governance, and the common public rules, so it will be the inevitable choice for good governance of primary-level society. By means of collaborative governance, constructing integrated government is premise, improving public service is key part, and cultivating social capital is motivation for the governance of primary-level society.
