社会组织参与公共危机治理:价值、困境与路径

社会组织参与公共危机治理过程具有非常重要的价值,它可以提升公共危机治理的科学性、及时性和有效性。目前,我国社会组织在参与公共危机治理过程中虽然成效明显,但仍面临着相关法律制度不完善、组织化程度较低、自治能力较弱等多重困境。因此,必须从政府与社会组织自身两个层面入手,进行制度性框架的构建,优化公共危机治理的过程和效能,促进社会组织治理能力的提升。

It has great value that social organization participates on the governance of public crisis, which can promote the science, timeliness and efficiency of the governance. At present, the participation has got obvious achievements, while also facing dilemma, such as imperfection of related law,lowness of degree of organization and weakness of capacity of autonomy etc. Therefore, starting with government and social organization, we should construct the system frame, optimize the process and efficiency of governance of public crisis, and promote the governance capacity of social organization.
