| 摘 要： | 社区矫正的顺利发展亟需健全的程序加以保障。应及时对有关法律进行修改、补充和完善，以规范社区矫正的运作程序。这些程序包括社区矫正裁决前的人格调查制度、社区矫正裁量中的听证程序、检察机关对社区矫正的适用建议权、社区服刑人员有关权利和义务的告知程序、适用社区矫正的司法担保制度、对矫正对象的测评与分类制度、社区矫正裁决及矫正方案制定中与犯罪人的协商制度、以及关于社区矫正效果的评估制度等。
