| 摘 要： | 权利的实际享有与完善的法律制度保障是密不可分的。从某种程度上来看,法律完善的过程就是权利发展的过程。法律在应有权利向实有权利转化中发挥着七种重要的作用,即法律内蕴、法律表达、法律指引、法律守护、法律争取、法律救济、法律限制等。
