十七大报告在我党历史上第一次把高举中国特色社会主义伟大旗帜载入党章，形成了一条道路、一个理论体系及二者共同构成一面旗帜的有机整体，并给中国特色社会主义以与时俱进的实践内涵。表现为，从“建设”到“发展”，在新的历史起点上中国特色社会主义道路越走越宽广；历史昭示未来，必须立足于社会主义初级阶段这一最大实际；落实科学发展观，实现全面建设小康社会的宏伟目标。

The report of the seventeenth National Congress of the Communist Party of China ,for the first time have written＂ hold high the great banner of socialism with Chinese characteristic＂ into the party constitution of CPC. Both a path and a theoretical system have formed a integrated unity, and at the same time , have endow the socialism with Chinese characteristic with the practical connotation： keeping pace with time , which can sum up in the following ：the path of socialism with Chinese characteristic will become more broader and broader , as develop have substitute for construct; history enlighten the future ,we have to face the reality that we are at the primary stage of socialism; implement the Scientific Development View ,become building the well -off socialism all around way into reality.
