关于我国当前大部制改革的理论思考

大部制是现代社会公共服务型政府的制度产物,也是市场经济成熟的国家普遍采用的政府体制模式,推行大部制改革是当前我国经济社会发展的必然趋势。基于以往历次行政改革的得失,大部制改革既有成功经验可资借鉴,同时也面临诸多困难。推行大部制改革必须坚持从市场经济的发展需要出发,通过新的制度安排来为市场经济服务,在技术层面、政治层面和战略层面上做出合理安排。

It is unavoidable tendency for contemporary China to carry out the big ministries reform. Based on past administrative reform, there exists much sucessful experiences and difficilties in the big ministries reform. To carry out the big ministries reform, it should embark with and service for the development of market economy, and arrange reasonably in technology, policy and strategy.
