英国国家情报模式对我国信息警务改革的几点启示

进入二十一世纪,世界许多国家所面临的犯罪与混乱问题,日益成为政府和民众关注的焦点,要求警方降低成本、提高效率的呼声日益高涨,相似的境遇促使包括中国在内的世界各国,纷纷选择了信息主导警务模式作为警务改革的方向,其中英国国家情报模式(NIM)堪称警务和技术规范化的一个范例。吸收、借鉴英国国家情报模式的成功经验,对推进我国信息主导警务改革具有积极意义。

In the 21st century,problems of crimes and disorder many countries are confronted with are increasingly becoming the focus of the public.The voices calling for lowering cost and improving efficiency of the police is getting high.For the similar reason,countries all over the world-including China-choose intelligence-led policing as the direction of their reform.Among them,British National Intelligence Model can serve as an example in standardization of policing and technology.It will be of great significance for enhancing reforms of intelligence-led policing in our country to learn the successful experiences from British National Intelligence Model.
