健全党内监督体系是健全党和国家监督体系的核心

作为党和国家监督体系中的党内监督,既是监督范围概念,又是监督主体概念。党内监督蕴涵了党的监督。党内监督,无论是作为监督范围概念,还是作为监督主体概念,在党和国家监督体系中都居于核心地位。健全党和国家监督体系的核心是健全党内监督体系。健全党内监督体系,包括健全党内监督组织体系和健全党内监督职能体系。健全党内监督组织体系,重点是健全中央统一领导、地方各负其责、基层具体落实的党内监督纵向组织体系;健全党委主体责任、纪委监督责任、部门职能责任的党内监督横向组织体系;健全同级党委、上级纪委对地方各级纪委和基层纪委工作的双重领导体制。健全党内监督职能体系,重点是健全党委全面监督、纪委专责监督、部门职能监督、基层日常监督、党员民主监督的党内监督职能分工体系;健全自上而下的组织监督、自下而上的民主监督、同级之间的相互监督等不同类型的监督共同发挥作用的党内监督职能协调体系;健全以领导干部为重点对象、日常管理监督为主要形式、巡视巡察监督为重要补充的党内监督职能运行体系。

Inner-Party supervision,as a segment of the supervision system of the Party and the nation,relates to supervision sphere as well as supervision subject.Inner-Party supervision connotes Party supervision.Inner-Party supervision,be it a concept relating to supervision sphere or to supervision subject,lies at the center of the supervision system of the Party and the nation.Perfection of inner-Party supervision is the center of perfecting the supervision mechanism of the whole Party and the nation.Perfection of inner-Party supervision mechanism has within its coverage the organization system and the function system for inner-Party supervision.For the inner-Party supervision system,the focus should be the vertical organizational system with unified leadership of the central committee,local organizations shouldering their own responsibilities,and primary level organizations in charge of the implementation;the horizontal organizational system where the Party committee shoulders the subject responsibility,the discipline inspection committee the supervising responsibility,and the department its functional responsibility;and the double leadership mechanism where Party committees of the same level and discipline inspection committees of the higher level impose leadership on local discipline inspection committees of all levels and those of the primary levels.For a sound system of inner-Party supervision,emphasis is to be laid on the construction of a supervision division mechanism for the wholesale supervision of the Party committee,professional supervision of the discipline inspection committee,functional supervision of departments,daily supervision of primary level organizations,and democratic supervision of Party members;a coordinated supervision mechanism in which different forms of supervision of the top-down organizational supervision,the bottom-up democratic supervision and mutual supervision of equal-level organizations is to be constructed;and a supervision operation mechanism where leaders are to be supervised in particular,daily management supervision as the major supervision form,compensated with itinerary supervision,is to be perfected.
