| 摘 要： | 如果《循环经济法》定位不准确,将会成为以发展循环经济为借口,以环境资源为代价的污染大法。《循环经济法》主要属于环保法范畴,而不是经济法;是循环经济法律体系中的基本法、牵头法;《循环经济法》要软硬兼施,充分发挥基本法指导性和宏观调控的作用。

| Abstract: | If the positioning of the circular economy act is unsuitable,the act will be a pollutive act at the cost of environment and natural resources and an excuse for developing circular economy.The circular economy act is an environmental act rather than economic act.It is the basic act,leading act of the circular economy legal system.The circular economy act should be full of defined legal norms and soft guidance so that it can give full play to the guiding role of a basic act,the function of a macro-control act. |
