In practice, the United States protects the integrity of lotteries through comprehensive procedures regarding the operations and security of its games. The real major problems of Chinese lotteries embed mainly in ineffective laws and regulations and loose enforcement. The right direction to ensure the integrity of Chinese lotteries, therefore, is to make careful and meticulous regulations and to enforce them strictly, rather than to overhaul the entire system.
