| 摘 要： | 辅警与协警是通用的概念，通常指辅助或协助警察从事与警务有关的人员。辅协警制度是当代世界各国普遍实行的制度，我国虽起步较晚，但辅协警人员已成为缓解警力紧张、维护社会治安稳定的重要力量。我国辅协警在发展中遇到不少问题和困难，正视这些问题和困难，并科学地去解决它们，在有利于辅协警自身健康发展的同时，也将有利于节约财政开支及社会主义和谐社会的构建。
