| 摘 要： | 为解决中小企业融资难问题,需要发展信用担保体系.对于财政资金信用担保机构采用何种方式运作并无相关法律规定.本文从信用担保机构的必要性及两种运作模式的比较得出以下结论财政性信用担保机构应采用商业性模式才能保证良性运行,完成其政策目标.

| Abstract: | To resolve the problem that middle and small company difficult to loanwe need develop credit guarantee system.there is not law stipulation on the operate pattern of government capital.after analyze the necessity of credit guarantee company and compare the positive and negative of two patterns the paper drew a conclusion that:the financial credit guarantee capital should be operate under the commercial pattern. |
