和谐社会下社区矫正之探索——以南宁市社区矫正为视角

社区矫正作为一种新兴的刑罚执行方式,在促进刑罚配置结构合理发展、节省行刑资源成本、提高服刑人员的教育改造质量等方面发挥着重要的作用.然而,在司法适用过程中仍存在着诸如缺乏相关经费保障制度的支持、相关的矫正对象科学评估机制有待完善、社区矫正对象接收衔接不到位、未成年人适用社区矫正的比例偏低等相关问题,在充分论述社区矫正之特征的基础上,分析南宁市社区矫正的现状以及存在的不足,并提出相关完善建议,以点带面,以期有利于社区矫正制度的完善与发展.

Exploration in Community Correction under Harmonious Society——Based on the Community Correction in Nanning

Community correction is a new way of punishment,which plays an important role in the development of allocation structure of penalty,the saving of resources and the improvement of quality of prisoners’s education and reform.However,there are some problems in the judicial application such as lack of funding support,lack of scientific assessment of the related object,lack of receiving convergence and lack of young persons applying community correction.The author fully discussed the characteristics of community correction,analysed the status and shortcomings of Nanning and also made relevant suggestions in point in order to benefit the improvement and development of community correction system.
