竞争性扶贫项目基层运作的行动者网络及其制度化研究

作为资源下乡的重要实践载体,竞争性扶贫项目基层运作中多元主体围绕行政权力、资本和私人关系等,形成复杂且充满不确定性的行动者网络;竞争性扶贫项目的基层运作过程是否规范制度化,在很大程度上决定了资源下乡“最后一公里”的公平正义实现效果。行政吸纳型、资本注入型和“权力—资本”互动型三种竞争性扶贫项目行动者网络在基层运作的去制度化现象,迫切需要基于公平正义的公共价值统领,揭示和探索竞争性扶贫项目基层运作中多元主体行动者网络的制度化逻辑与路径;在为多元行动主体提供制度规范框架的同时,要兼顾多元主体的行动自主性,为维护竞争性扶贫项目基层运作的公平正义提供制度条件与主体基础。

A Study on the Actor-Network and Its Institutionalization in the Grass-Roots Operation of Competitive Poverty Alleviation Projects

As an important practical carrier of resources to the countryside,diversified subjects in the grass-roots operation of competitive poverty alleviation projects form a complex and uncertain actor-network around administrative power,capital and personal relationships.Whether the grass-roots operation process of competitive poverty alleviation projects is standardized and institutionalized,to a large extent,determines the equity and justice of thelast kilometerof resources to the countryside.With the phenomena of deinstitutionalization of the three competitive poverty alleviation project actor-networks of administrative absorption type,capital injection type and power-capital interaction type in the grass-roots operation,it is urgent to reveal and explore the institutionalized logic and path of the multi-subject actor-network in the grass-roots operation of competitive poverty alleviation projects on the guidance of public values based on fairness and justice.While providing the institutional framework for the multiple subjects,it is necessary to take into account the autonomy of the subjects so as to provide the institutional conditions and subject basis for maintaining the fairness and justice of the grass-roots operation of competitive poverty alleviation projects.
