执政党不忘初心、牢记使命的制度建设研究

不忘初心、牢记使命是中国共产党对全体党员的价值要求,是执政党对广大人民群众的政治承诺。十九届四中全会提出要建设不忘初心、牢记使命的制度,是不忘初心、牢记使命主题教育常态化的现实要求,也是提升执政党制度建设水平的内在要求,更是提升执政党治理水平、巩固执政地位的迫切需求。不忘初心、牢记使命制度作为党内重要制度,涵盖着党员教育、党员学习与党性修养等制度,与干部选拔任用制度、纪检检查制度等相衔接。推动不忘初心、牢记使命制度落地生根,就要建立党中央领导、各级党委负责的领导机制,将不忘初心、牢记使命上升为党章要求,通过尊重党员主体地位、调动党员积极性等方面来推动不忘初心、牢记使命制度的落实。

Study on the Institutional Construction of the Ruling Party that Remains True to Our Original Aspiration and Keeps Our Mission Firmly in Mind

Remain true to our original aspiration and keep our mission firmly in mind is the value requirement and spiritual constraint of the CPC to all party members and the political declaration of the ruling party to the broad masses of the people.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC)proposed to build a system that remain true to our original aspiration and keep our mission firmly in mind.It is the realistic requirement that education on the theme of mission should be normalized,it is the internal requirement to improve the construction level of the ruling party system,and it is the urgent need to enhance the governance level of the ruling party and consolidate the ruling status.The author believes that as an important system within the party,remain true to our original aspiration and keep our mission firmly in mind covers such systems as party member education,party member learning and party spirit cultivation,and is connected with the system of cadre selection and appointment and discipline inspection.To ensure that the mission system takes root,we need to establish a leadership mechanism responsible for the leadership of the party central committee and party committees at all levels.We need to make it a requirement of the party constitution to respect the principal position of party members and arouse their enthusiasm.
