谈公共危机管理中政府与媒体的关系

在公共危机管理中政府与媒体应该建立起良性互动关系。但由于思想认识、法律制度和人才素质等方面的原因,我国公共危机管理中政府与媒体在处理相互关系的过程中还存在诸多问题。为此,应该革新思想,提升理念;制定和修订新闻法、信息法、保密法;完善新闻发布与新闻发言人制度;改革政府绩效考核体系;完善新闻行业的行为规范与自律制度;提升领导干部与媒体从业人员的素质;改变政府对媒体监管的方式。

The Relationship between the Government and the Media in Public Crisis Management in China:Problems,Reasons and Measures

The government and the media should establish benign interaction between each other in public crisis management.In reality,a lot of local governments and mediae are not good at dealing with the relationship between each other in public crisis management.There are a number of reasons such as understanding,legal system,quality of manpower,etc.To improve the relationship,ideas should be innovated and improved;shoule make or amend ＂Press and Publication Law＂ or ＂Journalists Law＂,＂Information Law＂ and ＂Secrets Act＂ and other laws;the government＇s press releases and press spokesperson system should be improved;government performance appraisal system should be reformed;should improve the journalism code of conduct and self-discipline system.;the quality of the leading cadres and journalists be enhanced;the government should improve the way of regulation of the media.
