| 摘 要： | 河南警务机制改革的警政理念和以“做大做强派出所”、“做专做实警务室”和“做优做精局机关”为重点的改革措施，洞察警务经济理论和组织管理理论，深悟“破窗原理”，向主动警务推进，切实努力以最低的成本赢得最大的胜利，以最小的代价取得最佳的效果，为我国公安机关社会管理创新树立了“无增长改善”的标本：不增加一个编制，致力“无增长改善”；警力下沉，献给老百姓亲和力，提高公众安全感；民警工作积极性增加，活力增强；快速反应，社会控制更密，发案率降低、破案率提升。

| Abstract: | Henan policing mechanism reform features with its policing philosophy and its measures to ＂strengthen police stations, reinforce police booths, and optimize police bureaus＂. The reform delves into policing economic theory and organizational management theory, advocates active policing, endeavors to minimize cost for maximum achievements, and also set an example of ＂non - ＂non - growth improvement＂ means improving police work and improvement＂ for national police reform. The social order without enrolling more police personnel. |
