| 摘 要： | 全球化的发展带来众多的全球性问题，催生了全球治理理论的兴起。解决全球性问题超出单一国家的能力范畴，需要国际社会的共同努力。对全球治理理念的不同理解，影响着治理模式的构成及对治理的有效性形成制约。在对权力至上、制度至上和层级划分治理理念的差异进行辨析的基础上，从治理主体、机制和手段方面考察全球治理模式的新变化，可为中国在全球治理体系内选择合理、恰当的角色提供思考。
