| Abstract: | Establishing a persistent effect mechanism which guarantees the public occupy the main body status in the government achievements appraised.The government must develop the political civilization vigorously,renew tradition value idea,set up correct achievements view,implement the open government,enhance achievements communication,establish the institutional participation way,establish the achievements appraisal indicator which the ordinary public can understand. |
