我国治安管理处罚制度回顾与展望

古代中国没有独立的治安管理处罚制度。近代中国独立的违警处罚法律制度是随着近代中国法律制度的创立而建立、发展的。新中国治安管理处罚制度深受战前大陆法系国家以及上个世纪五六十年代前苏联行政处罚制度的影响，并在此基础上不断发展完善，取得了长足进展，并可能进一步在治安管理处罚的基本原则、理念，治安管理处罚的种类和适用，治安管理处罚程序，违反治安管理的行为及其处罚，治安管理处罚的执法监督，治安调解等方面继续改革发展，完善具有中国特色的治安管理处罚制度。
