| 摘 要： | 当今社会,警察在正常执法时,囿于多种原因和条件,常常不能充分行使权力。警察不能充分行使执法权,就难以充分发挥其保护公民权利、维护社会治安的功能。笔者通过对当前我国警察不能充分行使执法权的主要原因进行分析,提出保障警察执法权充分行使的建议。
