新动能视角下中国省域科技创新能力评价

当前我国经济发展总体上呈现出科技创新引领作用凸显、新旧动能加速转换的显著特征。提升科技创新能力,培育和形成更多的发展新动能是新时代我国经济实现高质量发展的根本支撑。围绕新动能视角下科技创新所呈现出的重要特征,尝试构建科技创新能力评价指标体系,并运用因子分析法和聚类分析法,对我国31个省区市科技创新能力进行实证评估。研究发现,目前我国省域科技创新能力发展水平呈现明显的区域特征,科技创新实力、潜力、影响力和活跃度存在较强的不平衡性。需要进一步加大创新供给,探索产学研用合作新模式,优化产业发展布局,强化企业创新主体地位,加强落后地区政策支持力度,从根本上促进我国科技创新协调发展。

Evaluation of China's Provincial Scientific and Technological Innovation Ability from the Perspective of New Momentum

At present,China’s economic development generally shows the prominent characteristics of the leading role of scientific and technological innovation and the accelerated transformation of new and old momentum.Promoting the ability of scientific and technological innovation,cultivating and forming more new momentum are the fundamental support for the realization of high-quality development of China in the New Era.Focusing on the characteristics of scientific and technological innovation from the perspective of new momentum,an evaluation index system has been constructed to make an assessment of the scientific and technological innovation ability of 31 provinces,districts and municipalities in China by using factor analysis and cluster analysis.It has been found that the development level of provincial science and technology innovation ability in China shows obvious regional characteristics,and there is a strong imbalance in the strength,potential,influence and activity of science and technology innovation.It is necessary to further increase the supply of innovation,explore a new mode of cooperation between industry,university and research,optimize the layout of industrial development,strengthen the dominant position of enterprises in innovation,and strengthen policy support in backward areas to fundamentally promote the coordinated development of scientific and technological innovation in China.
